Answer: Trust me on this, they are not written by the same person. What you have here is an 'amended' signature note of some kind. Although graphology was one of my required fields it gets a little too complicated to explain the differences in such a limited space here. But I'll give you several quick samples of specific differences. Look at the '7s', look at the '8s' and look at the '2s'. Both were written within a short time of each other. One person crossed his/her '7' and the other didn't. A person who has the habit of crossing a '7' doesn't just suddenly stop doing so. They always seem to maintain the same habit. Likewise with a person who never crosses their '7'. They don't suddenly do so. Look at the '8s'. One person loops their '8' and the other doesn't. With the '2s' one person trails the base of the '2' into a normal slant towards the right while the other person trails the base of the '2' upwards. I do not think the first line was written by the same person who wrote the second line. The second line was written by the person who's signature appears directly below the second line. The blue date looks like it was added by a third person. My guess is that the original note was written and signed, then was added to or amended by someone else. The blue date on the signature was obviously not written by the same person and was probably added by a third person. Then the second signature was added, as if by a 'witness' or perhaps as a 'confirmation' signature. The blue signature, if you could possibly consider that scribble a signature, was added at the same time as the blue date, possibly also added as another 'confirmation' signature.
